CHAPTER 1
GENERAL PROVISIONS
1. These Rules regulate the procedure for receiving persons for secondary special education in full-time (daytime, evening) and correspondence, including distance learning forms of education (hereinafter, unless otherwise specified by these Rules, full-time and part-time education) establishments of secondary specialized education of the Republic of Belarus and other educational institutions implementing educational programs of specialized secondary education (hereinafter referred to as USSO), regardless of their subordination and form of ownership.
2. In USSO for secondary specialized education in full-time (full-time) form of education, there may be persons with general basic education, general secondary education or vocational education with general secondary education, and in full-time (evening) or correspondence education — Persons with general secondary education or vocational education with general secondary education, confirmed by the relevant documents on education.
3. Citizens of the Republic of Belarus, foreign citizens and stateless persons permanently residing in the Republic of Belarus, foreign citizens and stateless persons who have been granted refugee status or asylum in the Republic of Belarus have the right to participate in the competition for receiving secondary specialized education in state-run OSSE for account of the republican and (or) local budgets (hereinafter — the budget), if they receive the given level of education at the expense of the budget for the first time, or in state or private UFIS on on a paid basis at the expense of funds of legal entities, individual entrepreneurs, individuals or a citizen’s own funds (hereinafter — on a paid basis).

Citizens of the Republic of Belarus permanently residing in the territory of foreign states, citizens of the Republic of Belarus permanently residing in the Republic of Belarus for no more than two years immediately preceding the date of their submission of documents for secondary specialized education in USSE, foreign citizens and stateless persons who are granted refugee status or asylum in the Republic of Belarus, citizens of the Russian Federation, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan have the right to participate b in the competition for secondary specialized education in public and private USSO under the conditions stipulated for the persons referred to in the first part of this clause, or to enroll in public and private USSO on the conditions stipulated in paragraph 6 of this Regulation for temporarily staying or temporarily living in The Republic of Belarus of foreign citizens and stateless persons (hereinafter referred to as foreign citizens and stateless persons).

4. Persons listed in clause 3 of these Rules who: a) have the right to participate in the competition for secondary specialized education in part-time or full-time (evening) form of education at the expense of the budget.
have general secondary education or vocational education with general secondary education and work in organizations whose profile of activity corresponds to the profile (direction) of the chosen specialty;
have a general secondary education or vocational education with a general secondary education and work according to the profile (direction) of the chosen specialty;
have a general secondary education or vocational education with a general secondary education and carry out business activities in the profile (direction) of the chosen specialty;
have vocational education with general secondary education and enter the specialty of the corresponding profile (direction) of education;
are children with disabilities under the age of 18 years, with disabilities I or II group, having general secondary education, vocational education with general secondary education, in the absence of medical contraindications for secondary specialized education in their chosen specialty (specialty direction).
Other persons having general secondary education or vocational education with general secondary education participate in the competition for secondary specialized education in part-time or full-time (evening) form of education on a fee basis.
5. In the competition for secondary specialized education in the specialties (areas of specialties) for the Armed Forces of the Republic of Belarus, other troops and military formations of the Republic of Belarus, the internal affairs bodies of the Republic of Belarus, the Investigation Committee, the State Committee of Forensic Examination, the financial investigations bodies of the State Control Committee, bodies and units for emergencies have the right to participate citizens of the Republic of Belarus, who have undergone professional selection in the order dke established by law.
6. Foreign citizens and stateless persons can enter USSE for secondary specialized education:
at the expense of budget funds or on a fee basis — in accordance with international treaties of the Republic of Belarus;
on a fee basis — based on the results of final certification in mastering the content of the educational program for preparing individuals for entering educational institutions of the Republic of Belarus;
on a paid basis — based on the results of the interview in the USRS, which sets the level of their knowledge of the language in which the educational process is carried out, in an amount sufficient to master the educational program of secondary specialized education.
Reception of foreign citizens and stateless persons for secondary specialized education is carried out on the basis of an agreement on the training of a specialist (worker) with a secondary specialized education at the expense of the budget, an agreement on the training of a specialist (worker) with a secondary special education on a fee basis, concluded by OSSE with foreign citizens and stateless persons (legal representatives of foreign minors and stateless persons upon presentation of documents confirming the status of equestrian representative of a minor foreign citizen and stateless person) or with representatives of foreign citizens and stateless persons acting on the basis of a power of attorney certified by a notary or an authorized official, as well as a legal entity (individual entrepreneur, individual) paying for the cost of education its availability), in which, in addition to the conditions established by law, it is the responsibility of the parties to pay the costs if necessary STI expulsion of foreign citizens and stateless persons from the Republic of Belarus.

Documents executed in a foreign language are also accompanied by their notarized translation into Belarusian or Russian.
Foreign nationals and stateless persons arriving for full-time (full-time) form of secondary specialized education are enrolled in USSO after passing through territorial health organizations defined by USSO in coordination with the health committee of the Minsk city executive committee or health departments of the oblast executive committees, compulsory medical survey confirming the absence of medical contraindications to study in the Republic of Belarus. The list of medical contraindications to the training of foreign citizens and stateless persons arriving to study in the Republic of Belarus is established by the Ministry of Health in coordination with the Ministry of Education.
A prerequisite for the enrollment of foreign citizens and stateless persons in USSO is that they have an identity document, visas (if necessary) and a compulsory health insurance contract, drawn up in the manner prescribed by the legislation of the Republic of Belarus.
Persons who are not citizens of the Republic of Belarus are enrolled for secondary special education in secondary schools — schools of the Olympic reserve in coordination with the Ministry of Sport and Tourism.
7. The admission of persons expressing a desire to enroll in UCSS for secondary specialized education (hereinafter — applicants), to state UCSS at the expense of budget funds is carried out in accordance with the control numbers of admission, which are approved by the founders of UCSS by specialties (areas of specialties) and forms of secondary special education, including for secondary specialized education in a shortened period of specialties and forms of secondary special education for educational programs integrated with the educational programs of vocational education (hereinafter — special secondary education in a shortened period of time), in coordination with the Ministry of Education within the funds, determines the budget.
Admission of applicants, including those specified in part five of this clause, to receive specialized secondary education on a paid basis at state-run CSSOs, as well as private SSBUs, is carried out in accordance with the reception numbers approved by the Headstroke Surgeon Standards in specialties (areas of specialties) and forms secondary specialized education (including for obtaining secondary specialized education in a shorter period) in agreement with the founders of the USRS and the Ministry of Education, within the framework of noy number of students provided special permits (licenses) for educational activities.
According to the specialties of the Healthcare education profile, the Founders of the OSSU establish subordinate educational institutions to receive admission and admission numbers in agreement with the Ministry of Health and the Ministry of Education.
Information on the number of places provided in public SSEs for secondary specialized education at the expense of budget funds and on a fee basis, as well as in private SSBUs, is communicated to the public by the relevant CSSOs annually no later than April 1.
Admission of applicants from among foreign citizens and stateless persons entering for secondary specialized education is carried out within the limits of the number of students envisaged by a special permit (license) for educational activities.

8. The number of places for obtaining secondary specialized education on the conditions of targeted training of specialists (workers, employees) is approved by specialties (areas of specialties) by USSO founders, including medical and agricultural specialties — up to 60 percent of admission control figures, for other specialties — up to 30 percent of admission control digits.
The selection of applicants for secondary specialized education on the terms of targeted training of specialists (workers, employees) is carried out by the customer from among those permanently residing in the Republic of Belarus and having a general basic, general secondary or vocational education with a general secondary education.
The basis for participation in the competition for obtaining secondary specialized education on the terms of targeted specialist training (worker, employee) is an agreement on target specialist training (worker, employee), drawn up in three copies in the prescribed form and signed by an applicant and an organization having the need for specialist training (worker, employee) (hereinafter referred to as the customer).
The number of applications submitted by applicants to participate in the competition for places intended for obtaining secondary specialized education on the terms of targeted specialist training (worker, employee) is not limited. If there is no competition for places for secondary specialized education on the conditions of targeted training of a specialist (worker, employee) USSO is given the right to receive applications from applicants who apply on a general basis to participate in competition for places for secondary specialized education on the conditions of the target specialist training (worker, employee). In this case, between the customer and the applicant is an agreement on the target training of a specialist (worker, employee).
If the competition for places for secondary specialized education on the terms of targeted specialist training (worker, employee) allocated to the customer is not provided (less than one person per place), a part of these places is submitted to the general competition.
9. Within the control figures and enrollment numbers, applicants who have received vocational education with general secondary education are admitted for a shorter period of secondary vocational education according to the curricula of USSO, consistent with the curricula of educational institutions implementing vocational technical education programs.

10. For specialties for which minors are employed in the workplace, for full-time (full-time) form of obtaining secondary specialized education on the basis of general basic education, only those who are 18 years of age at the beginning of the work experience are accepted.
CHAPTER 2
DOCUMENTS SUBMITTED BY APPLICANTS TO RECEPTION COMMISSIONS
11. For the organization of the admission of applicants in USSO for receiving specialized secondary education, a selection committee is created, headed by the Head of USSO. The selection committee carries out its activities in accordance with acts of legislation, including the Regulations on the selection committee of a secondary special education institution approved by the Ministry of Education.
Applicants, with the exception of applicants referred to in paragraph 12 of this Regulation, shall submit to the admissions committee of the USSO the following documents:
an application addressed to the head of the OSSS in the form established by the Ministry of Education;
original documents on education and its annexes;
originals of certificates of centralized testing (hereinafter — DH), conducted in the Republic of Belarus in the year of admission or in the year preceding the year of admission;

medical certificate of health in the form established by the Ministry of Health (except for those entering for secondary specialized education in the specialties (areas of specialties) for the Armed Forces of the Republic of Belarus, other troops and military formations of the Republic of Belarus, the internal affairs bodies of the Republic of Belarus, the Investigation Committee, the State Committee of forensic examinations, bodies of financial investigations of the Committee of State Control, bodies and departments through ychaynym situations);
documents confirming the right of the applicant to the benefits of enrollment for secondary specialized education;
documents confirming that a citizen of the Republic of Belarus permanently resides in the Republic of Belarus for no more than two years immediately preceding the date of his submission of documents for receiving secondary specialized education at USRS (in the case of admission to public and private USSOs under the conditions provided for in paragraph 6 of these Rules for foreign citizens and stateless persons);

If the applicant is unable to arrive at the USSO admissions office for a good reason (illness, participation in international competitions, competitions, official business trips or other circumstances independent of the applicant, documented) documents are submitted by representatives of applicants. The decision on the validity of the reasons is made by the selection committees of the USSO on the basis of the submitted documents. In the case of recognition of the reasons as disrespectful, the selection committees of the CSSO have the right to refuse to accept documents.

12. Applicants from among foreign citizens and stateless persons (their representatives) submit the following documents to the USSO selection committee:
an application addressed to the head of the OSSS in the form established by the Ministry of Education;
certificate (document) of education with an indication of the studied subjects and marks received on them (points) — subject to the recognition in the prescribed manner of these documents in the Republic of Belarus;
the conclusion of the medical consultation commission issued by the territorial health care organization of the Republic of Belarus (after undergoing a compulsory medical examination in the direction of CSSO), — for applicants for full-time (full-time) form of education;
a medical report on the state of health and a certificate of absence of HIV infection issued by the official health authority of the country from which the candidate for training arrived;
original (copy) of birth certificate;
6 photographs measuring 3 x 4 cm;
certificate of completion of the preparatory department, preparatory courses for CSSE (upon completion of the preparatory departments, preparatory courses for CSSO).
To the listed documents executed in a foreign language, their translation into Belarusian or Russian, notarized, is also attached.
13. In addition to the documents listed in paragraphs 11 and 12 of this Regulation, if necessary, the following shall be additionally submitted to the selection committee of the USSO:
extract (copy) from the workbook, and (or) a copy of a civil contract, and (or) a copy of the certificate of state registration of an individual entrepreneur — for applicants entering secondary special education in part-time and full-time (evening) forms of secondary special education at the expense of the budget;
Conclusion of a medical consulting or medical rehabilitation expert commission about the absence of medical contraindications for training in the chosen specialty (specialty direction) and assigned qualification — for persons with visual impairment, hearing, functions of the musculoskeletal system, disabled children under the age of 18, persons with disabilities I, II or III groups;
the conclusion of the state center for correctional and developmental education and rehabilitation, or a certificate of mastering the content of the educational program of special education at the level of general secondary education — for persons with impaired vision, hearing, and functions of the musculoskeletal system;
documents, the list of which is determined by the Ministry of Sport and Tourism, — for persons entering secondary education for secondary schools — schools of the Olympic reserve;
an agreement on targeted training of a specialist (worker, employee) — for persons participating in a competition to obtain a secondary specialized education on the terms of targeted training of a specialist (worker, employee);
written consent of one of the legal representatives — for applicants under the age of 18, entering USSO, providing training for the Armed Forces of the Republic of Belarus, other troops and military formations of the Republic of Belarus, the internal affairs bodies of the Republic of Belarus, the Investigation Committee, the State Committee of Forensic Examinations, Financial Investigation Bodies of the State Control Committee, emergency bodies and units;
the recommendation of the official in charge of the general management of the consolidated company of the guard of honor in preparing and holding state ceremonial events — for the persons indicated in the fifth paragraph of the first part of paragraph 28 of these Rules;
recommendation of a military unit — for persons dismissed from military service to the reserve of the persons specified in paragraph ten of paragraph 24 of these Rules;
recommendations of the relevant Olympic training center and federation (union, association) by sport type (s) included in the register of federations (unions, associations) by sport type (s), and in the absence of such a federation (union, association), another republican federation ( union, association) by type (s) of sports in the form established by the Ministry of Sports and Tourism, — for persons entering secondary education for secondary schools — Olympic reserve schools;

documents on the results of the professional selection process — for persons entering secondary specialized education in the specialties (areas of specialties) for the Armed Forces of the Republic of Belarus, other troops and military formations of the Republic of Belarus, internal affairs bodies of the Republic of Belarus, the Investigative Committee, the State Committee of Forensic Examinations, Financial Investigation Bodies of the State Control Committee, emergency bodies and units;
certificate confirming sporting achievements issued by the Ministry of Sport and Tourism, the Department of Sports and Tourism of the regional (Minsk City) Executive Committee (for the persons mentioned in paragraphs five and six of paragraph 24 and paragraph two of the second part of paragraph 29 of these Rules);

certificate of confirmation of being in the payroll of the national or national team of the Republic of Belarus by sports, issued by the Ministry of Sport and Tourism (for the persons specified in the third paragraph of the second part of paragraph 29 of these Rules).

The Admissions Committee has the right to additionally request from the applicant documents necessary for making the appropriate decision.
14. The document proving the identity is presented by the applicant personally. In the case of submission of documents on behalf of the applicant, his legal representative shall present the documents proving the identity and status of the legal representative, and a copy of the document certifying the applicant’s identity. In the case of submission of documents on behalf of the applicant, his representative acting on the basis of a power of attorney shall be presented with a document certifying the identity of the representative, a copy of the document certifying the applicant’s identity, and a power of attorney notarized or authorized by an official.

15. The deadlines for accepting documents in USSO are determined by the Ministry of Education
Chapter 3
CONDUCTING ENTRANCE TESTS
16. Dates of entrance examinations are determined by the Ministry of Education.
17. Applicants for secondary special education in full-time and part-time forms (with the exception of full-time (evening) and extra-mural forms of secondary specialized education in the specialties of agriculture and water transport) on the basis of general secondary education, entrance tests (except entrance examinations for specialties) pass in the form of DH.
DH is carried out at the expense of the budget. For the reception and paperwork for the participation of the applicant in the CG charge. The amount and procedure for payment shall be determined by the Government of the Republic of Belarus.
Accompanying DH is carried out by the Republican Institute for Knowledge Control.
The performance of DH is preceded by the registration of applicants for participation in DH. Registration of applicants for participation in the CG is held annually from 2 May to 1 June at one of the educational institutions designated by the Ministry of Education at registration points for passing CG, after payment for admission and processing of documents for the entrant’s participation in CG is made on the basis of the applicant’s application and a document certifying the identity of the applicant. Applicants have the right to register for participation in the CG in no more than three academic subjects.
DH is held on the main and reserve (not more than three) days. On reserve days of CT, applicants who, for valid reasons (illness or other circumstances independent of the applicant, documented) pass, cannot pass on CT on the main days. The decision on the validity of the reason, admission (non-admission) to the passage of DH on reserve days is made by educational institutions, the registration points specified by the Ministry of Education for passing DH on reserve days, on the basis of the submitted documents. If the reasons are recognized as disrespectful, the educational institutions determined by the Ministry of Education with registration points for passing DH on reserve days have the right to refuse an applicant admission to DH on reserve days.
The procedure for registration of applicants for participation in the district center and the procedure for the provision of district center are established by the Government of the Republic of Belarus.
Foreign citizens, stateless persons and citizens of the Republic of Belarus who permanently reside in the territory of foreign states can send an application and a copy of an identity document by post to register for participation in the CT. The document on payment of the fee for the receipt and execution of documents for participation in DH is submitted by these persons upon arrival in the Republic of Belarus.

18. Applicants entering secondary specialized education on the basis of general secondary education pass two compulsory entrance examinations in academic subjects in the form of DH: in the academic subject in accordance with the chosen group of specialties (specialty, specialty direction) (hereinafter referred to as a profile test) and in the Belarusian or Russian language (at the choice of the applicant, with the exception of the specialties «Belarusian language and literature», «Russian language and literature», «Publishing», upon admission to which stupitelnoe test of academic subject «Russian language» or «Belarusian language» is a core test). Applicants have the right to additionally pass one (at the applicant’s choice) entrance test in the form of DH.

The list of groups of specialties (specialties, areas of specialties) and corresponding profile tests is established by the Ministry of Education. Changes to the list of groups of specialties (specialties, areas of specialties) and their respective specialized tests are carried out no later than September 1 of the year preceding the year of admission.

Applicants entering secondary specialized education on the basis of general basic education, for all specialties, except for the specialties listed in part five of this clause, for which an entrance test in the specialty is required, are admitted according to the competition of the average score of the certificate of general basic education.
Applicants entering secondary special education on the basis of general basic education in the specialty, for which the competition in a certain form of education in the year preceding the year of enrollment, made up 3 or more people per place, enter if there is no mark in the certificate of general basic education below 4 (four) points on the subject of the relevant test.

Applicants for specialties in the field of education «Art and Design», groups of specialties «Aesthetic Development», specialty «Musicology», «Architecture», «Hairdressing and decorative cosmetics (in areas)», «Law Enforcement», «Physical Education» , «Sports and pedagogical activity», «Design and technology of garments (according to directions)» (directions of the specialty «Design and technology of garments (modeling and designing)», «Design and The technology of garments (modeling, design and technological support) «),» Modeling and design of footwear and leather goods «on the basis of general secondary education, pass the entrance test in Belarusian or Russian (optional), and as a profile test — entrance test by specialty, and those entering on the basis of general basic education is only an entrance test in the specialty.

Applicants entering secondary specialized education in accordance with clause 9 of these Rules for a shorter period of secondary specialized education on the basis of vocational education with general secondary education, pass only the entrance test in the specialty.
Applicants entering the correspondence or full-time (evening) form of receiving secondary specialized education in the field of agriculture and water transport, have the right to pass all entrance examinations in USSO or to submit DH certificates in relevant academic subjects.
Applicants have the right to pass specialized tests in Belarusian or Russian (optional).
Applicants who have not studied the academic subject «History of Belarus» and who do not have a mark in the educational certificate confirming certification in this educational subject have the right to take an entrance test in the academic subject «World History (recent time)».

19. Applicants with visual impairment, hearing, and functions of the musculoskeletal system, who submitted to the admissions committee of the USSO the conclusion of the state center for correctional and developmental education and rehabilitation or a certificate of mastering the content of the educational program of special education at the level of general secondary education on the chosen specialty (direction of specialty, specialization) and the assigned qualification can pass the entrance test in USSO (without presenting certificates of DH). The form of the entrance examinations is determined by the selection committee of USSO, taking into account the peculiarities of the psychophysical development of the applicant.
20. Applicants from among foreign citizens and stateless persons who do not have certificates of completion of the preparatory departments, preparatory courses that speak the language in which the educational process is carried out, are interviewed for a decision on admission. The order of the interview is established by the Ministry of Education.
21. Entrance examinations in academic subjects are carried out according to the programs drawn up on the basis of educational standards of general secondary education and approved by the Ministry of Education.
Programs of entrance tests in specialties for applicants entering in accordance with parts five and six of paragraph 18 of these Rules are developed and approved by the republican government bodies, other state organizations subordinate to the Government of the Republic of Belarus, in accordance with the list of specialties of secondary education for the development of educational standards secondary specialized education, determined by the Government of the Republic of Belarus.
22. Assessment of applicants’ knowledge at the entrance examinations in USSS is carried out on a ten-point scale with marks 1 (one), 2 (two), 3 (three), 4 (four), 5 (five), 6 (six), 7 (seven), 8 (eight), 9 (nine), 10 (ten) points. The mark 0 (zero) points are given to the entrant in case of refusal to answer, failure to fulfill the task of the entrance test.
When conducting CT, an assessment of the applicant’s knowledge is carried out on a 100 point scale. The results of the CG are counted as admission tests in accordance with the submitted CG certificate issued by the Republican Institute for Knowledge Control educational institution, with a corresponding score on a ten-point scale, which is determined by the conversion scale approved by the Ministry of Education.
If the entrance test in a specialty is carried out in several stages (no more than three), each stage is evaluated on a ten-point scale. According to the results of the entrance test in the specialty of the entrant, the amount of points received by him at each stage is set.
For entrants entering the specialties «Physical Education», «Sports and Pedagogical Activities», the results of their participation in official sports competitions may be counted as an admission test in their specialty by the decision of the USSO’s selection committee. The scale of matching sports scores with scores taken as marks obtained in the entrance examinations in the specialty «Sports and pedagogical activity» is set by the Ministry of Sport and Tourism.

23. Applicants who failed to appear without a valid reason (illness or other circumstances independent of the applicant, not documented) to one of the entrance tests (entrance test stage) at the scheduled time or received marks 0 (zero), 1 (one), 2 (two) points on a ten-point scale at the entrance test (one of the stages of the entrance test), to the next entrance test (stage of the entrance test), retake the entrance test (stage of the entrance test Tanya), participation in the competition for secondary special formation in full-time, part-time forms of secondary formation of this special function (the direction of function) in this USSO not allowed.
Applicants who could not attend the entrance examinations (entrance examinations stage) for valid reasons (illness or other circumstances documented) are not permitted by the admissions committee of the USRS are allowed to pass them within the time limits specified in the entrance examinations schedule tests).

Chapter 4
PERSONS HAVE A RIGHT TO BENEFITS WHEN RECEIVED BY USSO
24. Without entrance examinations are credited:
winners (diplomas I, II or III degree) of international competitions (in accordance with the list approved by the Ministry of Education) and the Republican Olympiad in academic subjects, held by the Ministry of Education in the academic year that ended in the year of admission (hereinafter — academic year), upon admission on specialties for which the Ministry of Education has defined a profile test for a given subject;
the winners (diplomas I, II or III degree) of international (in accordance with the list approved by the Ministry of Education) and the Republican Olympiads in Informatics and Astronomy, held in the academic year, with admission to the technical and technological specialties;
the winners (Grand Prix, diplomas of I, II or III degree) of international (in accordance with the list approved by the Ministry of Culture and agreed with the Ministry of Education) and national creative competitions and festivals, competitions in cultural objects held by the Ministry of Culture in the academic year with the provisions approved by the Ministry of Culture and agreed with the Ministry of Education, when applying for cultural specialties corresponding to the nominations of creative competitions and festivals, Olympiads in cultural objects;

the winners (diplomas of the I, II or III degree) of the republican competitions of professional skill (in accordance with the list of winners approved by the Ministry of Education), held by the Ministry of Education in the academic year for educational institutions implementing vocational education programs, when applying for specialties the chosen profile (direction) of education;
persons with a diploma of vocational education with honors, confirming the acquisition of vocational education with a general secondary education, issued in the year of enrollment, and entering the USSO for a shorter period of time for obtaining secondary specialized education;
persons who have recommendations of military units (ensigns, soldiers and sergeants undergoing military service under the contract; conscripts serving for at least six months; citizens dismissed from military service as a reserve in the year of admission) if there are marks in the education certificate not less than 6 (six) points in the subjects of entrance tests, when enrolling in USSO, providing training with secondary specialized education for the Armed Forces of the Republic of Belarus and the transport troops of the Republic of Belarus ;
graduates of the educational institution “Minsk Suvorov Military School”, who graduated from the educational institution in the year of enrollment with marks of 6 (six) and higher points in all academic subjects of the curriculum and sent for further study at UCLI within the distribution plan of Suvorov students;
foreign citizens and stateless persons entering in accordance with international treaties of the Republic of Belarus, including agreements of an interdepartmental nature.
25. The winners (diploma of I degree) of the third (regional, Minsk city) stage of the Republican Olympiad in academic subjects, held by the Ministry of Education in the academic year, receive the highest score set for evaluating the results of the relevant academic subject of the relevant test.
The winners (diplomas I, II or III degrees) of the Republican Olympiad «Belarusian Language and Literature» or «Russian Language and Literature», held by the Ministry of Education in the academic year, if they do not enter the specialties «Belarusian Language and Literature», «Russian Language and literature «,» Publishing «, put the highest score set for assessing the results of the entrance test in the Belarusian or Russian language.
26. In the event that the activities listed in paragraphs 24 and 25 of these Rules are not carried out in an academic year, applicants are counted their results of the previous academic year.
27. Applicants who have a certificate of general secondary education of a special type with a gold or silver medal, a diploma of vocational education with honors, confirming the acquisition of vocational education with a general secondary education (enrolled not for a shorter period of secondary specialized education), pass one profile test (show the results of the CG in the subject, corresponding to the profile test). When they receive a profile test of 9 (nine) or 10 (ten) points (if the CG results correspond to 9 (nine) or 10 (ten) points on a ten-point scale) they are credited for training. Applicants who have a mark below 9 (nine) points, pass the second entrance test (show the results of CT) and are credited for the competition.
On the specialty (directions of specialties), for which the competition in a certain form of secondary special education in the year preceding admission, was 5 or more people per place, the entrants indicated in the first part of this paragraph pass all entrance examinations.
28. To places left after enrollment of applicants on the basis of clause 24 of these Rules, out of competition (except for the specialty «Sports and pedagogical activity» and specialties (areas of specialties) for which the competition in a certain form of education in the year preceding the year of enrollment was 5 or more people per place) if there is a mark of at least 4 (four) points on the school subject corresponding to the profile test, the following will be credited to:

orphans and children left without parental care, as well as persons from orphans and children left without parental care;
graduates of cadet schools, as well as educational institutions, implementing educational programs of general secondary education, completed a course of optional military-patriotic studies, graduated from educational institutions in the year of admission, in USSO, training personnel with secondary specialized education for the Armed Forces of the Republic of Belarus and transport troops of the Republic of Belarus — in the amount of up to 30 percent of the control figures of the reception;
applicants with vocational education with a general secondary education, work experience in the specialty for at least two years, working in the specialty as of the date of filing documents at the admissions offices of the OSSU and entering for secondary education in part-time or full-time (evening) form of education in the chosen profile (direction) of education;
persons serving in military service in the regular units of the guard of honor of the Armed Forces, border guards, internal troops of the Ministry of Internal Affairs (who had served the conscription period and discharged from military service as a reserve in the year of admission or in the year preceding the year of admission) having the recommendation of the official in charge of general management of the consolidated company of the guard of honor in preparing and holding state ceremonial events — up to 10 percent from check digits of admission.

Persons who graduated from the Minsk Suvorov Military School educational institution in the year of enrollment with marks below 6 (six) points and sent for further study at USSO within the distribution plan of Suvorov students are credited out of competition (except for the specialty Sport and Pedagogical Activities and specialties ( areas of specialties) for which the competition in a certain form of education in the year preceding admission, was 5 or more people per place).
29. In the places left after enrollment of applicants on the basis of paragraphs 24 and 28 of these Rules, applicants are entered into the competition on the basis of the total score.

Preemptive right to enrollment with an equal total amount of points in the order of transfer have:

persons included by the Ministry of Sport and Tourism in the list of national or national teams of the Republic of Belarus by sports when entering the specialty «Sports and educational activities»;

the persons specified in clause 28 of these Rules, if they enter the specialties (areas of specialties) for which the competition in a certain form of receiving specialized secondary education in the year preceding admission, was 5 or more people per place;
persons with disabilities of group I or II, children with disabilities under the age of 18, who presented at the reception of documents the appropriate certificate and conclusion of the medical consulting commission or medical and rehabilitation expert commission that they are not contraindicated in training in their chosen specialty (specialty direction);
children of military personnel or workers and employees who occupied full-time positions in military units, killed (deceased) or disabled when performing duties of military service or work as part of troops in the territory of states where military operations were conducted, as well as children of military men who died (deceased a) in peacetime in the performance of military duties;
children of persons of the commanding and rank-and-file composition of the internal affairs bodies of the Republic of Belarus, the Investigation Committee, the State Committee of Forensic Examinations, dead (deceased) or disabled during the performance of official duties in the territory of the states where military actions were conducted, as well as dead (dead) in peacetime on duty;

persons who have benefits in accordance with paragraph 7 of Article 18 of the Law of the Republic of Belarus of January 6, 2009 on the Social Protection of Citizens Affected by the Chernobyl Disaster and Other Radiation Accidents (National Register of Legal Acts of the Republic of Belarus, 2009, N 17 , 2/1561);
persons with disabilities group III;
Persons who have benefits in accordance with Articles 19 — 23 of the Law of the Republic of Belarus «On Social Protection of Citizens Affected by the Chernobyl Disaster and Other Radiation Accidents»;
applicants from large families;
persons who have recommendations of military units (ensigns, soldiers and sergeants serving under contract; conscripts serving for at least one year, dismissed from military service as a reserve in the year of enrollment), when enrolled in a center for advanced training with average special education for the Armed Forces of the Republic of Belarus, other troops and military formations of the Republic of Belarus, internal affairs bodies of the Republic of Belarus, the Investigative Committee, the State Committee of Forensic Examinations, gans of financial investigations of the State Control Committee and emergency agencies and units;
applicants who have a greater experience of practical work in their chosen profile (direction) of education, if they enter the correspondence or full-time (evening) form of secondary special education;
applicants with a certificate of general basic education with honors, certificate of general secondary education with a special sample with a gold or silver medal, diploma with honors, confirming the receipt of vocational education by the entrant with general secondary education;
winners of the third (regional, Minsk city) stage of the Republican Olympiad in academic subjects, held in the academic year;
winners of republican, regional tournaments and competitions held by the founders of educational institutions in academic subjects of entrance examinations;
applicants who have received a higher score on the profile test;
applicants who have a higher grade in the document on education in the subject subject to the relevant test;
applicants who have in the document on education a higher score on academic subjects «Russian language», «Belarusian language»;
applicants who have a higher average mark of the document on education, the accuracy of which is determined not less than tenths of a unit.

CHAPTER 5
PROCEDURE FOR ENTRY APPLICATIONS
30. The terms of enrollment of applicants are determined by the Ministry of Education.
31. Enrollment of applicants in USSO for full-time or part-time education for receiving secondary specialized education at the expense of the budget and on a fee basis is conducted by competition on the basis of:
the average score of the education certificate, which is determined on a ten-point scale (with an accuracy of tenths of a unit) (hereinafter referred to as the average score of the education certificate), is for applicants on the basis of general basic education (except for applicants entering specialties for which you must pass the introductory specialty test);
the total amount of points calculated on the basis of the results of passing the entrance test in the specialty and the average score of the document on education — for applicants on the basis of general basic education in the specialty, for which it is necessary to pass the entrance test in the specialty;
the total amount of points calculated on the basis of the results of passing two entrance examinations in the form of DH and the average score of the education certificate — for those entering on the basis of general secondary education (except for applicants entering specialties for which it is necessary to pass an entrance test in the specialty);
the total amount of points calculated on the basis of the results of passing one admission test in the form of DH, admission test in the specialty and the average score of the education certificate — for applicants on the basis of general secondary education in the specialty for which it is necessary to pass the entrance test in the specialty;
the total amount of points calculated on the basis of the results of passing the entrance test in the specialty and the average score of the document on education (education documents) is for applicants on the basis of vocational education with general secondary education for receiving secondary specialized education in a shorter period.

When enrolling for a shorter period of receipt of secondary specialized education on the basis of vocational education with general secondary education, they are credited according to the competition of the average score:
one certificate of education (diploma of vocational education, confirming the acquisition of general secondary education) — applicants who have received vocational education on the basis of general basic education;
two documents on education (certificate of general secondary education and a diploma of vocational education without general secondary education) — applicants who have received vocational education on the basis of general secondary education.
32. Enrollment in the USSO on the specialty of the education profile «Art and Design», groups of specialties «Aesthetic development»; specialties «Musicology», «Architecture», «Hairdressing and decorative cosmetics (according to directions)», «Law enforcement», «Physical culture», «Sports and educational activities», «Design and technology of garments (according to directions)», «Modeling and design of footwear and leather goods» for training on a paid basis in full-time or in absentia form of secondary specialized education is carried out by competition in the order listed:
applicants who have passed the entrance test in the specialty in this CSSE;
applicants who have passed the entrance exam in a specialty in another USSO.
33. A separate competition is held for the places established by the target numbers for admission to secondary specialized education on the conditions of targeted training of specialists (workers, employees). Applicants who do not pass through the competition for secondary specialized education on the basis of targeted training of specialists (workers, employees) have the right to participate in the competition on a general basis.34. At the places established by the control figures for admission to the USSO, providing training for the Armed Forces of the Republic of Belarus, other troops and military formations of the Republic of Belarus, the internal affairs bodies of the Republic of Belarus, the Investigation Committee, the State Committee of Forensic Examinations, financial investigations bodies bodies and divisions for emergency situations, enrollment is carried out in a separate competition in accordance with the quota established by the USSO For each public body.35. In the specialty (areas of specialties) for which the competition in a certain form of receiving secondary specialized education (including a shorter period of receiving secondary specialized education) in the year preceding admission was 1.5 or less people per place, according to the competition of secondary education of the education certificate (without presenting the certificates of DH), applicants enrolled on the basis of general secondary or vocational education with general secondary education and having and a mark of not less than 4 (four) points in the academic subject corresponding to the profile test.

Applicants entering the specialty of the education profile «Art and Design», specialty groups «Aesthetic Development»; specialties «Musicology», «Architecture», «Hairdressing and decorative cosmetics (in areas)», «Law enforcement», «Physical culture», «Sports and educational activities», «Design and technology of garments (in areas)» ( Areas of specialty «Design and technology of garments (modeling and design)», «Design and technology of garments (modeling, design and technological support)»), «Modeling and design of shoes and ozhgalantereynyh products «shall be credited by the sum of points in the opening test of the specialty and the average score of the document on education.

When enrolling for secondary specialized education on the conditions of targeted training of specialists (workers, employees), the contract concluded between the applicant who passed the competition for the target places, and the customer signed by the head of the educational institution.
When concluding contracts in accordance with the established procedure for applicants under the age of 18, it is necessary to have the written consent of one of the legal representatives of the entrant.37. Applicants who have positively passed the entrance examinations required to obtain a secondary special education on the basis of general secondary education, but have not passed the competition for places determined by enrollment target numbers (enrollment numbers), can be enrolled in the second course in UCSS for vacant places , formed on the basis of general basic education in the year preceding the year of enrollment, under the conditions stipulated by these Rules. The terms of informing applicants about the availability of vacancies in groups formed on the basis of general basic education in the year preceding the year of enrollment are set by the Ministry of Education.

At the places defined by the control numbers of admission and the numbers of admission, remaining after enrollment of applicants who participated in the competition for secondary specialized education in the relevant specialty (specialty direction), applicants who passed the same entrance examinations positively but did not pass the competition are credited in this USSO to another specialty (specialty direction).

In the case of vacancies in absentee or full-time (evening) form of obtaining secondary specialized education at the expense of the budget for these places may be enrolled applicants who participated in the competition for correspondence or full-time (evening) form of secondary education on a paid basis or not the competition for full-time (day) form of secondary special education.
If there are vacant target sites according to an agreed decision of the USSO and the client’s selection committee, the target specialist training agreements (worker, employee) can be concluded with applicants who have successfully passed the entrance examinations for the same academic subjects in this USSO or another USSO, higher education institution, or these Places are transferred to the general competition.
FINAL PROVISIONS
38. In the event that, prior to the beginning of the school year in the year of enrollment and for thirty days after the beginning of the school year in the year of admission, applicants enrolled for training were dismissed from the OSSE, including both those who did not start the studies and did not submit ( personally or through a legal representative of a minor student) documents confirming a valid reason for their absence in the classroom, then applicants who have not passed the competition for this specialty (specialty direction) in this f secondary yoke special education in this USSO.

39. If an international treaty of the Republic of Belarus establishes other rules than those contained in these Rules, then the rules of the international treaty shall apply.
40. Issues of admission to CSSO, not defined in these Rules, are decided by educational institutions in accordance with the law.
